PCaB Support to the Autonomous Region of Bougainville

The PCaB Management visited the Autonomous Region of Bougainville (ARB) on the 25th – 26th Feb 2013. The travelling team included the Chief Technical Specialist Mr. Tito Balboa, National Program Coordinator Mr. Sam Erepan and ENB Provincial Support Advisor Mr. Geoffrey Kedeke. The trip was part of the awareness of the program to extend its technical support to the ARB in 2013 and onwards. The travelling party was well received and welcomed by the Chief Administrator of ARG Mr. Lawrence Disin and several of his sectors’ CEOs including the Provincial Treasurer Mr. Paul Amera and the UN representative in ARB Mr. Anthony Agenda. Following the welcoming, the PCaB management outlined the role of PCaB at the sub-national treasury and shared some achievements in the pilot provinces. From the presentations/discussions, Mr. Disin expressed his appreciation and willingness for this program to extend its support to the region. He highlighted in his speech that capacity issues of all types is still a huge concern and lacking in Bougainville Region due to the crisis. For financial management, he wants to see effective decentralization of financial powers at the lower levels of govt at districts and LLGs, improve timely reporting and for advisory support given in drafting their new PFMA. Similar sediments were expressed with a need to have more training on Planning and Budgeting. Also necessary guidelines to the administration to facilitate these processes. The team also made presentation on the type of support (role) that the program provides at the sub-nationals to all the CEOs of all the Sectors. Those attended include all the LLG Managers and the Deputy Administrator. To compliment this presentation, PSA for East New Britain explained some of the achievements of PCaB in East New Britain Province. After the meeting, the team presented the MOU to Mr. Disin for endorsement and all necessary arrangements to be in place.
